INVITATION TO QUOTE (ITQ) – RENOVATION OF OFFICES AT THE SINGAPORE HIGH COMMISSION IN NEW DELHI
You are invited by the Government of the Republic of Singapore as represented by the Singapore High Commission of the Republic of Singapore in New Delhi, India, under the Ministry of Foreign Affairs of the Republic of Singapore, to participate in this Invitation to Quote (“ITQ”) for Renovation of Offices at the Singapore High Commission in New Delhi.
2 This ITQ contains the following:
a) Instructions to Potential Suppliers;
b) Conditions of Contract;
c) Requirement Specifications;
d) Appendix A - Price Schedule;
e) Appendix B - Track Record;
f) Appendix C – Non-Disclosure Agreement
3 Your Quotation must be submitted in accordance with this ITQ. You are advised to read carefully all documents enclosed in this ITQ before submitting your Quotation.
4 Non-compliance with the submission mode as specified in this ITQ will result in an immediate disqualification from the ITQ exercise. All enquiries regarding this ITQ shall be made in writing via email and directed to:
(a) Mr Kevin Liew at email: kevin_liew@mfa.gov.sg; and
5 The closing date of this ITQ is 6 May 2026, Wednesday, at 1500 hours (local time). The acceptance and award of the ITQ will be at the sole discretion of the Singapore High Commission in accordance with this ITQ. The Singapore High Commission does not bind itself to accept the lowest offer, or the whole or part of any offer.
6 All quotation offers must be delivered by email to Mr Kevin Liew, Counsellor (Admin & Consular) with the heading “ITQ for Renovation of Offices at the Singapore High Commission” by the given deadline as stipulated in paragraph 5.
7 All costs or expenses incurred in the preparation and submission of the Quotation proposal will be borne by the Participant.
8 The Quotation will be evaluated based on the following criteria and weightage assigned:

2 | The tenderer must have relevant track records demonstrating that they had completed at least 3 similar works/projects/contracts* in renovation / interior works in the past 5 years (period 2020 to 2025). | |
3 | The Contractor must have executed at least one similar renovation work/project/contract* at a value of at least Rs 20 lakhs with turnover of 1 Cr in one of the last 3 years). A certificate from a Chartered Accountant Firm is to be provided.

9 The proposal offer shall remain valid for acceptance for a minimum period of ninety (90) days from the closing date of this ITQ.
