You are invited by the Government of the Republic of Singapore as represented by the Singapore High Commission of the Republic of Singapore in New Delhi, India, under the Ministry of Foreign Affairs of the Republic of Singapore, to participate in this Invitation to Quote (“ITQ”) for Comprehensive Annual Maintenance Service of Fire Protection System at the Singapore High Commission in New Delhi.

INVITATION TO QUOTE (ITQ) – COMPREHENSIVE ANNUAL MAINTENANCE SERVICE OF FIRE PROTECTION SYSTEM AT THE SINGAPORE HIGH COMMISSION IN NEW DELHI
You are invited by the Government of the Republic of Singapore as represented by the Singapore High Commission of the Republic of Singapore in New Delhi, India, under the Ministry of Foreign Affairs of the Republic of Singapore, to participate in this Invitation to Quote (“ITQ”) for Comprehensive Annual Maintenance Service of Fire Protection System at the Singapore High Commission in New Delhi.
2 This ITQ contains the following:
a) Instructions to Potential Suppliers;
b) Conditions of Contract;
c) Requirement Specifications;
d) Appendix A - Price Schedule;
e) Appendix B - Track Record;
f) Appendix C – Non-Disclosure Agreement
3 Your Quotation must be submitted in accordance with this ITQ. You are advised to read carefully all documents enclosed in this ITQ before submitting your Quotation.
4 Non-compliance with the submission mode as specified in this ITQ will result in an immediate disqualification from the ITQ exercise. All enquiries regarding this ITQ shall be made in writing via email and directed to:
(a) Mr Kevin Liew at email: kevin_liew@mfa.gov.sg; and
5 The closing date of this ITQ is 2 March 2026, Monday, at 1500 hours (local time). The acceptance and award of the ITQ will be at the sole discretion of the Singapore High Commission in accordance with this ITQ. The Singapore High Commission does not bind itself to accept the lowest offer, or the whole or part of any offer.
6 All quotation offers must be delivered by email to Mr Kevin Liew, Counsellor (Admin & Consular) with the heading “ITQ for Comprehensive Annual Maintenance Service of Fire Protection System at the Singapore High Commission” by the given deadline as stipulated in paragraph 6.
7 All costs or expenses incurred in the preparation and submission of the Quotation proposal will be borne by the Participant.
8 The Quotation will be evaluated based on the following criteria and weightage assigned:

2 | The Contractor should preferably be one of the following: a) The manufacturer of the fire protection system. b) The authorized dealer of the fire protection system. As proof, the Contractor must produce valid manufacturer's authorized dealer certificate. c) Official system integrator for the fire protection system. They are required to provide a valid authorization, support letter, or undertaking from the manufacturer or its authorized distributor. | |
3 | The Contractor must have relevant track records demonstrating that they had provided the relevant services minimally for the past 5 continuous years. | |
4 | The Contractor must have completed at least one similar contract at a value of at least Rs 20 lakh with a turnover of Rs 1.5 crore in one of the last 5 years. A certificate from a Chartered Accountant Firm must be attached with the proposal. | |

*Those who fail to meet these critical criteria will be disqualified immediately
9 The proposal offer shall remain valid for acceptance for a minimum period of ninety (90) days from the closing date of this ITQ.
