To All Potential Consultants
INVITATION TO QUOTE (ITQ) – OFFICE AND APARTMENT RENOVATION CONSULTANCY AT THE SINGAPORE HIGH COMMISSION IN NEW DELHI
You are invited by the Government of the Republic of Singapore as represented by the Singapore High Commission of the Republic of Singapore in New Delhi, India, under the Ministry of Foreign Affairs of the Republic of Singapore, to participate in this Invitation to Quote (“ITQ”) for the Office and Apartment Renovation Consultancy at the Singapore High Commission in New Delhi.
2 This ITQ contains the following:
Instructions to Potential Suppliers;
Conditions of Contract;
Requirement Specifications;
Non-Disclosure Agreement;
Appendix A - Price Schedule; and
Appendix B - Track Record.
3 Your Quotation must be submitted in accordance with this ITQ. You are advised to read carefully all documents enclosed in this ITQ before submitting your Quotation.
4 Non-compliance with the submission mode as specified in this ITQ will result in an immediate disqualification from the ITQ exercise. All enquiries regarding this ITQ shall be made in writing via email and directed to:

5 A mandatory onsite briefing and show-around will be conducted on 14 November 2024 at 1500 hours (local time). Interested companies should email to Mr Kevin Liew and Mr Joseph Tang by 13 November 2024 at 1200 noon (local time) to register your attendance for this compulsory briefing.
6 The closing date of this ITQ is 29 November 2024, Friday, at 1500 hours (local time). The acceptance and award of the ITQ will be at the sole discretion of the Singapore High Commission in accordance with this ITQ. The Singapore High Commission does not bind itself to accept the lowest offer, or the whole or part of any offer.
7 All quotation offers – one copy each of original and duplicate - must be delivered by hand in a sealed envelope addressed to Mr Kevin Liew, Counsellor (Admin & Consular) with the heading “ITQ for Office and Apartment Renovation Consultancy at the Singapore High Commission” by the given deadline as stipulated in paragraph 6.
8 All costs or expenses incurred in the preparation and submission of the Quotation proposal will be borne by the Consultants.
9 The Quotation will be evaluated based on the following criteria and weightage assigned:

3 | The tenderer must have relevant track records demonstrating that they had provided the relevant services minimally for the past 5 continuous years in project management consultancy. | Critical but non-scoreable Companies which do not meet the criteria will be disqualified |
4 | The tenderer must have completed at least one similar contract at a value of at least Rs 50 lakh with a turnover of Rs 1 crores in one of the last 5 years.A certificate from a Chartered Accountant Firm must be attached with the tender proposal. | Critical but non-scoreable Companies which do not meet the criteria will be disqualified |

*Those who fail to meet these critical criteria will be disqualified immediately
10 The proposal offer shall remain valid for acceptance for a minimum period of ninety (90) days from the closing date of this ITQ.
