Who can withdraw?
Upon the death of a Singapore Citizen / Permanent Resident in Singapore, you need not report the death to the CPF board. They will be notified by the relevant public agency and will distribute the CPF monies accordingly.
If the deceased is a foreigner or Singapore Citizen / Permanent Resident residing overseas, you will need to report the death to the CPF board via the following modes:

Or visit the CPF board at any CPF service centresYou can also withdraw your CPF in full if you are about to leave or have left Singapore and West Malaysia permanently with no intention to either country for employment or residence.
For non-Singapore Citizens and non-Permanent Residents, your Central Provident Fund (CPF) account will be closed in the month following the renunciation of your Singapore Citizenship or Permanent Residency. Upon account closure,
any remaining savings will stop earning the prevailing CPF interest rate; and
your participation in the schemes administered by the CPF Board will be ceased.

Please note that overseas applications and certifications of non-original documents must be witnessed and/or certified by an official from a Singapore Overseas Mission. If you are based in India under the North India jurisdiction, you may book an appointment at the Singapore High Commission in New Delhi by emailing visasg_del@mfa.sg.You may schedule an appointment from Monday to Friday (excluding weekends and public holidays), 9:00 am to 4:00 pm. Walk-ins are not allowed.
You will have to appear in person and bring along the following for your appointment:
CPF withdrawal form

Your old and current passports (Original)
Singapore Identity Card (if available)
Your original bank book or statement if you wish to credit the CPF contributions to your bank account.
Other supporting documents as stated on the CPF withdrawal form (Original and a photocopy)
